ADL Resolution Calls on International Community to Refuse Dealings with Hamas

As adopted at ADL's National Executive Committee Meeting, February 11, 2006 in Palm Beach, Florida:

   WHEREAS, following its winning of a majority of seats in the Palestinian legislature in the January 2006 Palestinian elections, Hamas is expected to establish the next Palestinian government.

   WHEREAS, Hamas is a terrorist organization committed to the eradication of the State of Israel through violent means, with the ultimate goal of establishing an Islamic Palestinian state. The Hamas covenant calls for the "obliteration" of Israel, and is replete with anti-Semitism and calls to terrorism and violence. Hamas is responsible for thousands of terrorist attacks against Israeli targets and for the deaths of thousands of children, women and men. While Hamas does have a social service arm, its ideology, funding and leadership are indistinguishable from its terrorist arm;

   WHEREAS, the United States and the European Union designate Hamas a terrorist organization and are barred from dealing with Hamas;

   WHEREAS, the Palestinian Authority has been dependent on political and economic support from the international community. In 2005 nearly $1.1 billion was pledged to support (indirectly and directly) the Palestinian Authority, with nearly $500 million pledged by the United States and a similar amount from the EU, and other funds coming from Arab donors; THEREFORE BE IT

   RESOLVED, that the Anti-Defamation League calls on the international community to stand firm in its refusal to deal with Hamas, or any government which includes significant Hamas participation, unless Hamas officially recognizes Israel's right to exist, renounces the use of terrorism, and disarms.
