To the Editor:

Thomas L. Friedman's proposal for a Security Council resolution would have more credibility if it included the necessity for the refugee problem to be resolved through a Palestinian state.

Saying the words "a Jewish state," as Mr. Friedman recommends for the United Nations resolution, is important but not sufficient. The substance behind the words lies in the recognition that the Palestinians must abandon the goal of refugees being resettled in Israel, the realization of which would result in the demise of a Jewish democratic state through demography.

In the final analysis, real peace can come only through good-faith negotiations between the parties. If parameters are to be set to frame those negotiations, they must include not only a call for two states, but also the end of the destructive slogan of the "right of return."
